Campbellsburg Couple Arrested for Felony Child Neglect

On Monday, December 15, 2025, Indiana State Police troopers arrested a husband and wife, David S. Foutch, 37 and Angela M. Foutch, 25, each on one count of Neglect of a Dependent Resulting in Serious Bodily Injury, a Level 3 felony.

The arrests stem from an investigation initiated in late October.

On October 27, 2025, the Indiana Department of Child Services (DCS) contacted Indiana State Police Detective Travis Baker after DCS caseworkers responded to Norton Children’s Hospital in Louisville, Kentucky, regarding a 10-month-old infant with possible exposure to an illegal drug.

 
The child had initially been taken by the parents to Ascension St. Vincent Salem Hospital in Salem, Indiana, before being transferred to Norton Children’s Hospital.
 
Medical staff at Norton described the infant’s condition as life-threatening and notified DCS.

In collaboration with medical personnel and DCS, the investigation involved interviews, review of medical records, and subpoenaed test results.

 
All evidence was submitted to the Washington County Prosecutor’s Office for review.
 
On December 12, 2025, the Washington County Circuit Court issued arrest warrants for both David S. Foutch and Angela M. Foutch.

Troopers from the Indiana State Police Sellersburg Post executed the arrests Monday afternoon without incident. Both individuals were booked into the Washington County Jail.

This case remains under investigation. No further details are available at this time.
