Officers Named in Mitchell Shooting; Suspect Dead

After continuing to investigate the officer-involved shooting that occurred Sunday morning, February 5, 2023, in Mitchell, Indiana, Detectives with the Indiana State Police have the following additional information to release that includes the names of the wounded officers and the deceased suspect.

One of the officers involved in the police involved shooting this morning in Mitchell, Indiana is Lawrence County Sheriff’s Deputy Joshua Rhoades, a five year veteran of the department with the past three years served as a road deputy.

The incident also involved Mitchell Police Officer Christian Anderson, a three year veteran of the police department. 

Deputy Rhoades suffered two non-life threatening gunshot wounds.

He was first transported by ambulance to IU Bedford Hospital and then transferred by helicopter to IU Methodist Hospital in Indianapolis. He has sense been released from the hospital.

Officer Anderson suffered one non-life threatening gunshot wound.

He was transported by ambulance to IU Bedford then transferred to IU Methodist by helicopter for treatment. He remains hospitalized in stable condition. 

The suspect was identified as 29-year-old Anthony Richmond of West Baden Springs, Indiana.

He received emergency medical aid at the scene by officers and firefighters, he was loaded into an ambulance and was pronounced deceased in the ambulance. 

Preliminary investigation has revealed Richmond fired several rounds at the officers while they were physically apprehending him after he fled from the original location of the traffic stop.

The incident was captured on the officers’ body cameras and the footage is being reviewed by investigators.

Lawrence County Sheriff Greg Day, said. “This tragic incident underscores the dangers that law enforcement officers face each day, even in our beloved Lawrence County.  I am extremely proud of the actions and response by officers from my office as well as our law enforcement and first responder partners.  I am very thankful Deputy Rhoades and Officer Anderson will make full recoveries, and I am mindful that a family is mourning the loss of a loved one.  The lives of many people were affected by a senseless criminal act.  Thank you to our brave officers for their dedication and courage.”

The Indiana State Police is the lead investigating agency for this incident, any information about this case will be released from the Indiana State Police or the Lawrence County Prosecutor’s Office. Releasing unconfirmed information prematurely, can adversely affect the integrity of an investigation and be detrimental to family members of those involved. 

Indiana State Police Investigating Officer Involved Shooting

This afternoon, February 3, 2023, the Indiana State Police began investigating an officer involved shooting that occurred at a rural Jennings County, Indiana address. 

The initial investigation by Detectives with the ISP-Versailles Post indicated that at approximately 2:30 pm, the Jennings County Sheriff’s Office SWAT Team responded to an address in the 4000 Block of West County Road 175 North to serve an arrest warrant on Devin C. Lark, age 29, Seymour, Indiana. 

Lark was wanted on multiple felony warrants out of Clark and Jennings Counties.

Upon arriving on scene, Lark fled on foot from the officers.  Deputies from the sheriff’s office pursued Lark on foot.  While attempting to take him into custody, Lark produced a handgun and refused to drop it when ordered to by a deputy. 

The deputy fired a single shot, striking Lark.  Deputies on scene provided immediate medical attention and CPR.  An ambulance responded and transported Lark to St. Vincent-Jennings Hospital in North Vernon.  Lark was pronounced deceased soon after arriving at the hospital.

A second adult male was at the address when the shooting occurred.  He cooperated with officers and was arrested on an unrelated charge.

No officers were injured in the incident.  The Jennings County Sheriff requested the Indiana State Police conduct the investigation into the shooting.  The investigation into the incident is ongoing. 

At the conclusion of the investigation, the case will be presented to the Jennings County Prosecutor’s Office for review.

Devin Lark’s family has been notified.

The deputy’s name is not being released at this time.  According to the Jennings County Sheriff’s Office, the deputy will be placed on administrative leave per normal protocol.

Two Shot in Clarksville Friday Night

Two people are in the hospital after a shooting late Friday night.

Just before midnight, the New Albany Police Department say they received a call of shots fired in the area of Graybrook Lane near Morgan Avenue.  

Upon arrival, officers say they located two people who had been shot while inside of a parked car. 

Both individuals were transported to Louisville hospitals, and police say the last report was they were expected to survive.  

Officers say they are “actively pursuing leads to positively identify the suspect in this case.” 

The case remains under investigation and no additional details can be released at this time. 

Two Mitchell Officers Shot During Traffic Stop

An early morning traffic stop in Mitchell led to shots being fired, leaving two police officers wounded and a suspect deceased.

Both officers received non-life-threatening gunshot wounds and are in stable condition.

The Indiana State Police were asked to conduct the investigation and are currently on the scene.

At this time neither the name of the suspect nor the officers are being released. The families of the suspect and the officers have been notified. 

Indiana State Police Crime Scene Investigators are still processing the scene.

Saturday at approximately 3:15 a.m. a Lawrence County Sheriff’s Deputy pulled over a vehicle in the 4800 block of SR 37 for a traffic violation.

A second Lawrence County Sheriff’s Deputy and his K9 partner, along with a Mitchell Police Officer arrived to assist. The traffic stop evolved into a drug investigation after the police K9 conducted an open-air sniff and gave a positive indication of the presence of narcotics in the vehicle. 

After officers searched the car and found narcotics, they attempted to put the man in handcuffs, he then fled from the officers on foot and ran west across SR 37 into a grassy area. 

As the officers caught up to the man he physically began to resist arrest.

During the apprehension attempt, he drew a handgun and began firing at the officers at point blank-range.

Two officers were struck by gunfire, and at least one of the officers was able to return fire, wounding the man. More officers arrived, as well as personnel from the fire department, and provided emergency medical aid to both officers as well as the suspect.

The two officers were transported by ambulance to a local hospital and then airlifted to an Indianapolis hospital from there.

The suspect was transported by ambulance to a local hospital where he was pronounced deceased. 

The officers involved were equipped with body cameras and the footage is being reviewed by detectives.

This investigation is ongoing and there is no further information to release. The information provided is what is known at this time.

The Indiana State Police is being assisted by the Lawrence County Sheriff’s Office, the Mitchell Police Department, the Mitchell Fire Department, Marion Township Rural Fire Department and the Lawrence County Coroner’s Office

Louisville Man Arrested after Fleeing Crash and Police

Troopers arrested a Louisville man on multiple charges after he left the scene of a crash and then led police on a vehicle and foot pursuit.  

Around 6:30 Tuesday evening, Sergeant Matt Marshall overheard Clark County authorities dispatch information on a dark-colored SUV that had collided with a semi-truck near the 16 mile marker on I-65 southbound near Memphis, Indiana.

The dispatch advised the vehicle fled the scene and was traveling southbound on the interstate.

The semi-truck driver reported that the SUV attempted to pass him on the left by driving in the median.

He advised the SUV, struck his trailer, and spun completely around before continuing south with a flat tire.  

Sgt. Marshall was stationary at the 12.5 mile marker and soon observed a dark-colored Jeep Cherokee pass his location. The Jeep was traveling between the right lane and the right shoulder and was throwing sparks as it continued south. When Sgt. Marshall attempted to stop the Jeep, it continued south, swerving back and forth from the right shoulder to the right lane, and then passed a semi-truck by driving onto the right shoulder.  

Now emitting steam from under the hood, the SUV continued to flee and exited onto CR311 southbound at the Sellersburg exit, where Trooper Taylor Wolfe deployed Stop Stick tire deflation devices.

After running the stoplight at CR 311 and Enterprise Way, the Jeep struck the Stop Sticks and continued a short distance before stopping near a local automotive repair business. After stopping, the driver fled on foot and was quickly taken into custody after officers found him lying behind a shed in a nearby residential yard.  

The driver was identified as 29-year-old Tyler L. Tweedy of Louisville, Kentucky.

After continuing the investigation, officers suspected Tweedy was under the influence of a controlled substance.

Tweedy was transported to Clark Memorial Hospital for a blood draw before being incarcerated at the Clark County Jail on the following charges: 

  1. Operating While Intoxicated (OWI) Prior Within seven years – Level 6 Felony
  2. OWI Endangerment – Class A Misdemeanor 
  3. Resisting Law Enforcement with a Vehicle – Level 6 Felony 
  4. Criminal Recklessness with a Vehicle – Level 6 Felony 
  5. Possession of a Syringe – Level 6 Felony 
  6. Possession of a Controlled Substance – Class A Misdemeanor
  7. Reckless Driving – Class A Misdemeanor
  8. Leaving the Scene of a Property Damage Accident – Class B Misdemeanor. 

Troopers were assisted by officers from the Sellersburg Police Department and the Tri-County Fire Department.
