Indiana State Police Jasper Post Welcomes Patrol K-9 “Leo”

On Wednesday, December 10, 2025, the Indiana State Police held a ceremony at the Indiana State Police Museum for the eight new Indiana State Police, one Lawrence County Deputy Patrol K-9 Handlers and their newly appointed K-9 partners that successfully completed the 16th Indiana State Police K-9 Training SchoolTrooper Austin Collins (Jasper Post) and his partner “Leo” were among those graduates.  

The Indiana State Police K-9 School is an annual 12-week school held in Indianapolis, with over 480 hours of instruction to include obedience, tracking, locating articles of evidence, apprehension of fighting or fleeing suspects, building searches, narcotics detection, and handler protection.  K-9 handlers also receive training in K-9 legal concepts and classes on odor detection theory and tracking situations. Teams train at night and in varying conditions with scenario-based training and problem-solving situations for eight to ten hours a day. 

Indiana State Police K-9 breeds include German Shepherds, Belgian Malinois, and Dutch Shepherds, all imported from Europe. The K-9s are certified through Dogs for Law Enforcement Organization.

Leo is a Belgian Malinois that came to the ISP from Poland. He is just over a year old. His handler, Trooper Collins, is a three-year veteran of the Indiana State Police and a veteran of the United States Marine Corps. Trooper Collins was also a police officer with the French Lick Police Department for three years before attending the Indiana State Police Recruit School. Trooper Collins is a drug recognition expert (DRE), field training officer (FTO), member of the Indiana State Police Honor Guard, certified breath test operator, and was a member of the tactical intervention platoon (TIP). Trooper Collins and Leo as a Patrol K9 team will regularly respond to calls as needed across the entire Jasper District.

During the graduation ceremony Superintendent Scott and ISP K-9 Master Trainer Sergeant Kevin Waters both presented course certificates and spoke to the troopers, families, and friends in attendance.  Together they addressed the level of commitment and sacrifice required of the troopers and their families during the duration of the twelve-week course.  They spoke of an extremely demanding specialty patrol assignment, one that requires a level of professional commitment more so than a typical daily schedule will accommodate.  Long shifts, routine after-hours callouts that will always undoubtedly come in after an already long workday, on scheduled days off, holidays, and during special family events; not to mention the continued maintenance, care, and training for both canine and handler that is demanded from this assignment.  This level of commitment will be the new norm required of the troopers and their families.

Campbellsburg Couple Arrested for Felony Child Neglect

On Monday, December 15, 2025, Indiana State Police troopers arrested a husband and wife, David S. Foutch, 37 and Angela M. Foutch, 25, each on one count of Neglect of a Dependent Resulting in Serious Bodily Injury, a Level 3 felony.

The arrests stem from an investigation initiated in late October.

On October 27, 2025, the Indiana Department of Child Services (DCS) contacted Indiana State Police Detective Travis Baker after DCS caseworkers responded to Norton Children’s Hospital in Louisville, Kentucky, regarding a 10-month-old infant with possible exposure to an illegal drug.

 
The child had initially been taken by the parents to Ascension St. Vincent Salem Hospital in Salem, Indiana, before being transferred to Norton Children’s Hospital.
 
Medical staff at Norton described the infant’s condition as life-threatening and notified DCS.

In collaboration with medical personnel and DCS, the investigation involved interviews, review of medical records, and subpoenaed test results.

 
All evidence was submitted to the Washington County Prosecutor’s Office for review.
 
On December 12, 2025, the Washington County Circuit Court issued arrest warrants for both David S. Foutch and Angela M. Foutch.

Troopers from the Indiana State Police Sellersburg Post executed the arrests Monday afternoon without incident. Both individuals were booked into the Washington County Jail.

This case remains under investigation. No further details are available at this time.

Pekin Man Killed in Head On Crash on SR 135

Donald L. Floyd, 65, of Pekin, was killed in a head-on crash on State Road 135 Monday morning.

Around 9:45 Monday morning, the Washington County Sheriff’s Department responded to a two- vehicle crash on SR 135 between Purlee Road and Vincennes Trail Road, approximately five miles south of Salem.

After arriving on the scene, officers requested Indiana State Police crash reconstruction officers to continue the investigation.

Preliminary findings indicate a red 2005 Ford Focus driven by Floyd was southbound on SR135 south of Purlee Road when it crossed over the centerline, striking a silver, 2023 Chevrolet Silverado head-on. 

The Silverado was northbound and driven by sixty-four-year-old Brian A. Churchill of Depauw, Indiana. 

Floyd was pronounced deceased at the scene by the Washington County Coroner.

Churchill was transported by personal vehicle to an area hospital for minor injuries.

The drivers were the sole occupants of each vehicle.

This investigation is ongoing and toxicology reports are pending.

The Floyd family has been notified.

The Washington County Sheriff’s Department and the Pierce-Polk Township Volunteer Fire Department assisted in this investigation.

Linda Darline Montgomery, age 82, of Salem

Linda Darline Montgomery, age 82, of Salem, passed away Thursday, December 4 at St. Vincent Salem Hospital.

Mrs. Montgomery was born August 15, 1943, in Lawrenceville, Indiana, the daughter of Glenn Eugene Hicks Sr. and Anna Rae Goff Hicks.

Mrs. Montgomery passed her State Board of licensing and received her LPN accreditation in 1963. In 1989, she joined the I.O.E. and in 2005 was hired on at McDonalds.

She was preceded in death by her husband: Stanley Wayne Montgomery in 2005, her parents, and a brother: Glenn Eugene Hicks Jr. She is survived by her daughters: Laura Mabry (Paul) of Springdale, Arkansas, Callie J. Montgomery of Salem, and Stephanie Molitor of Fowlerville, Michigan, and 2 grandchildren: Nick and Hannah Villines.

Funeral services will be held Friday at 12:30PM at Forest Lawn Cemetery in Greenwood.

Frank J. Trammell, age 55, of Salem

Frank J. Trammell, age 55, of Salem, passed away on Monday, December 8, 2025 at Ascension St. Vincent Salem Hospital. Born on July 10, 1970 in Riverside, California, he was the son of Clive Trammell and Delores Sanchez. He married Lisa (Maack) Trammell on May 5, 2019.

Frank worked for Hitachi Cable of Southern Indiana. He was a member of Enon Baptist Church.

He is survived by his wife Lisa (Maack) Trammell; 4 children: Cheyenne Trammell, Michael Trammell, Timmy Trammell, Robert Keading; his father and step-mother, Clive Trammell and Yvonne Trammell; 1 sister, Tina Trammell; 1 step-brother, John Loredo; 1 step-sister, Lisa Loredo-Brusseau.

He is preceded in death by his mother, Delores Sanchez and his Mother-In-Law, Shirley Maack.

A celebration of life will be held on Wednesday, December 17, 2025 at 4:00 p.m. at Hughes-Taylor Funeral Home – Salem Chapel. Visitation will be held Wednesday from 3:00 pm until time of service at the funeral home. 

Steven “Spoonman” Tankersley, age 67, of Pekin

Steven “Spoonman” Tankersley, age 67, of Pekin, passed away peacefully surrounded by his loved ones on Monday, December 8, 2025 at Baptist Health Floyd Hospital. Born on February 1, 1958 in Salem, Indiana, he was the son of Luther “Bud” Tankersley and Nervesta “Vesta” (Ash) Tankersley.

Steve was a retired Boilermaker and proud member of the Local 374 boilermakers union. He was also the former owner of TNT Welding in Pekin. Steve’s dad taught him to play the spoons at a young age, and Steve continued the legacy by passing this down to his own kids and grandkids. Spoonman played on stages with musicians all across the US, and even gathered his hometown family and friends to break the Guinness Book of World Records for largest spoons ensemble in 2011. He was a member of First Baptist Church of Pekin.

He is survived by his 5 children: Stephanie Bierly, Meliegha Tankersley, Dennis Tankersley (Heidi), Jasemine Hurst (Dillon), Dalton Tankersley (Brooke); 1 brother, John Clark; 2 sisters, Susan Martin, and Tina Campbell; 16 grandchildren: Carson, Brandon, Christian, Reese, Braeden, Mia, Jent, Duke, August, Braylin, Harlin, Hazel, Jaxtin, Jett, Huxson, and Ensley.

He was preceded in death by his parents, Luther “Bud” Tankersley, and Nervesta “Vesta” (Ash) Tankersley; 3 brothers: Dennis, Tommy, Tony; and 1 sister, Becky.

Funeral services will be held on Friday, December 12, 2025 at 1:00 p.m. at Hughes-Taylor Funeral Home – Pekin Chapel with Bro. David Colbert officiating. Visitation will be held Friday from 11:00 a.m. until time of service at the funeral home. Burial to follow at Walnut Hill Cemetery.

Bonnie Louise Weddell Bowman, of Medora

Bonnie Louise Weddell Bowman, of Medora, passed away at Schneck Medical Center just a few minutes shy of her 78th birthday on December 5, 2025.

Born at the family home in Clear Spring, Bonnie entered this life on December 6, 1947. She was the last of six children born to Theodore and Myrtle (Cole) Weddell. She was the sister to Ted, Don, Alta Mae, Wanda Faye, Judy and Betty. She grew up in Clear Spring before marrying the love of her life. On July 18, 1965, she was united in marriage to Elvert Lee Bowman at her parents’ home.  This union of over 56 years was blessed with children Pete and Lisa.

Bonnie was a devoted wife, loving mother, and Mamaw to her family. She was an outdoors woman in every way. She and Elvert loved the camping life and everything that goes along with camping. Playing cards with her friends and family, taking boat rides up and down the river, taking four-wheeler rides, or grabbing a fishing pole. She would always find a way to help keep the party going to make sure everyone was having as much fun as she was.

Her memories will be forever cherished by her children, Pete Bowman and his wife Trudy from Campbellsburg and Lisa Henley and her husband Rob of Medora, grandchildren, Rachel Etienne and her husband Duane, Brandy Thompson and her husband Tom, Evan Bowman, Alexandria Henley, Wade Henley, and Lytrisha Henley, great-grandchildren, Asher, Anna, Able, Gary, Paul, Jace & Josh, sisters Wanda Faye Lokey, Judy Branaman, and Betty Wilson, and a sister in law, Shari Weddell and a special friend Bob McCulley.

She was preceded in death by her parents, brothers Ted Weddell, Don Weddell and his wife Donna, Alta Mae Reynolds and husband Don, and two brothers-in-law Larry Branaman, and Bill Wilson.  

Funeral Servies will be conducted at Hague Funeral Home on December 10, 2025, at 1:00 pm. Burial will follow at Weddellville Lutheran Cemetery.

Friends may visit on Wednesday December 10, 2025, from 11:00 until the service at 1:00 pm.

Lynn Carter Hutton, age 88, of Salem

Lynn Carter Hutton, age 88, of Salem, passed away Saturday, December 6, 2025 at BeeHive Homes of Scottsburg.  Born April 10, 1937 in Corbin, Kentucky, He was the son of the late Martin Hutton and Ethel (Taylor) Hutton.

Lynn retired from GKN Sinter Metals with 45 years of service as an engineer.

He is survived by 5 children: Lyndal Hutton (Tracy), Jeff Hutton, Steve Hutton (Susie), Paul Hutton, and Jennifer Hutton; 2 sisters: Sondra Hutton and Janet Smith; several grandchildren, great grandchildren, nieces, and nephews; and his companion and friend, Venita Pickens.

He was preceded in death by Sharon, and 4 brothers: Ross, Alvin, Gerald “Butch”, and Dean Hutton.

Funeral services will be held Wednesday, December 10, 2025 at 1:00 p.m. at Hughes-Taylor Funeral Home – Salem Chapel.  Visitation will be held Wednesday from 10:00 a.m. until time of service at the funeral home.  Burial to follow in Beech Grove Cemetery.

David Samuel Burns, Salem

David Samuel Burns went Home peacefully to his Lord, Saturday morning, December 6, 2025 while being cared for in Baptist Floyd Hospital by a loving staff.

He was surrounded by his brothers and sisters. David was born on February 12, 1967, to Roy and Mary (King) Burns, living most of his life in New Philadelphia then in the City of Salem. 

David is survived by his siblings; Susan (Burgess) Calhoun, Sierra (Dennis) Collins, Scott (Teresa) Burns, Shelley (Melvin) Fultz of Salem and Steven (Christina) Burns of Hardinsburg. He had several nieces and nephews that he was so fond of.David was a life long member of Fort Hill Church of Christ on Becks Mill Road. He helped open and close the doors for the services on every Lord’s Day. David was a 1986 graduate of Eastern High School in Pekin, Indiana. He was also a member of the Cecil Grimes Post 41 Sons of the American Legion via his dad’s service in the US Army during the Korean Conflict. He helped many years at the chicken BBQ from cutting cabbage for cole slaw to dobbing chicken.

David loved driving semi trucks and continued many years of over the road driving and worked for several companies until his health became an issue. His vocation was never a “job” because he loved what he did and enjoyed seeing the country.

David was a kind and gentle soul and was quick to give and laugh. He loved playing darts and visiting with close friends. He was pretty ill the last few years of his life, but never asked “why me?”

Preceding David in death are his parents, brother: Roy Burns Jr., grandparents; Kenneth and Frances King of Salem and John and Ada Burns of Austin.

Services for David will be on Friday, December 12, 2025 at Weathers Funeral Home at 7:00p.m. Visitation will be at the funeral home, Friday from 4:00p.m until the time of service. David will be laid to rest in Crown Hill Cemetery beside his parents and brother, Roy Jr.

Carl Leon Ragains age 86 of Hardinsburg

Carl Leon Ragains age 86 of Hardinsburg passed away December 5, 2025 at IU Health Paoli Hospital.

Mr. Ragains was born September 24, 1939, in Fredericksburg, Indiana to Jake and Oma Hauger Ragains. He was a member of the Kansas Church of Christ and retired from farming and the Washington County Highway Department.

 Mr. Ragains is survived by one sister, Janet Olver, Roswell, Geogia. Nephews: Gerald Ragains, Fredericksburg, Danny Ragains (Lillian) of Fredericksburg, Steve Ragains (Karen) of Fredericksburg, David Ragains of Jeffersonville, Bill Ragains of The Villages, FL, Richard Ragains of Lousiville, Mark Russell of Lousiville, Tommy Russell of Louisville. Nieces: Lynne Quinlin of Salem, Julia Ragains Albicocco of Louisville, Mary Ann Bilyeu of Lousiville, Barbara Payton of Louisville, Cathy Schneider of Louisville, Elaine Nezat of Frankfort, Kentucky, Susan Martin of Louisville, and Jane Maudlin of Woodstock, Georgia.

 Mr. Ragains is preceded in death by his wife, Diana Deweese Ragains, his parents, brothers: Merle Ragains and Doyle Ragains. Sister: Stella Russell. Nephews: Johnny Olver, Billy Olver.

Services will be on Wednesday, December 10, 2025 at 1:00P.M at Weathers Funeral Home. Visitation will be from 10:00A.M. until time of service at the funeral home. Burial will take place immediately after the service at Kanasas Cemetery.
