Born July 30, 1951 in New Albany, Indiana, he was the son of the late Cecil Shrout, Sr. and Hester Faye (Sturgeon) Shrout.

He had been a resident of Washington County for the past 40 years and was formerly of Floyd County. May 21, 1983 he married Patricia Lynn (Collier) Shrout, who passed away August 18, 2022.
Cecil had a long and impactful career in education, going above and beyond to ensure not only student’s academic success, but also providing and endless pool of wisdom and advice to apply in their personal lives. He would never hesitate to stop and lend a helping hand to someone in need, even for a complete stranger. A large portion of his life was spent running the Shrout Tree Farm, along with his parents and brother. The farm provided priceless memories and holiday cheer for countless families over the years. One of Cecil’s passions was classic cars. If he wasn’t spending time with his family, he could be found tinkering away on one of his hot rods in the garage. He loved taking his cars to various shows in the area with his friends, where he’d reminisce about their younger years, talk about cars, and haggle over parts in the swap meet. However his love for street rodding and fishing was nothing compared to the love he had for his family. He worked tirelessly to provide them with wonderful lives and provide a variety of trips and experiences to enrich their lives.
