A joint criminal investigation between the Indiana State Police, Sullivan City Police Department, and the Sullivan County Prosecutor’s Office has led to the arrest of Norman L. Parnell, age 50, of Sullivan, Indiana, on three (3) counts of Voyeurism, a Level 6 Felony.

The Sullivan City Police Department received a complaint on April 18, 2019, from a female customer at a local sun tanning salon located in Sullivan.  

The customer stated to police that a video was being taken of her by a cell phone located in a vent in the tanning room that she was occupying. 

A warrant was then received for Parnell’s cell phone, who was working at the tanning salon at the time of the complaint.  Parnell’s cell phone was then turned over to Indiana State Police Sergeant Chris Carter for a forensic download. 

Due to the length of the forensic download and the necessity of identifying all victims in this case, the investigation became prolonged. 

Detectives have now identified and interviewed all victims involved in this case and are very confident that no others are involved.

On June 11, 2019, Indiana State Police Detective Michael Taylor reviewed the case with Sullivan County Prosecutor Ann Mischler, and charges were filed against Norman L. Parnell.  

The defendant was arrested without incident on June 12, 2019, and posted bond.

All criminal defendants are to be presumed innocent until, and unless proven guilty beyond a reasonable doubt in a court of law.

Earlier this week, Indiana State Police Detective Shane Staggs arrested Isral Qualkenbush, 37, French Lick for:

1 Count, Obstruction of Justice, IC 35-44.1-2-2, Level 6 Felony. 

Qualkenbush’s arrest stemmed from a previous investigation lead by Detective Shane Staggs, where former Springs Valley School Teacher Kari Buchanan, 42, West Baden Springs was arrested for Possession Of Child Pornography for allegedly having inappropriate communication/s with a juvenile Springs Valley High School student in December of 2018. 

Buchanan was also recently arrested again on June 5th, 2019 for:

– Obstruction of Justice, 1 Count, 35-44.1-2-2, Level 6 Felony

– Invasion of Privacy, 1 Count, IC 35-46-1-15.1, Class A Misdemeanor

Qualkenbush’s arrest was the result of his involvement in aiding Buchanan in communicating with her original juvenile victim earlier this month via cellphone, at which point Buchanan attempted to persuade the victim to change their statement to the Orange County Prosecutors Office, subsequently obstructing the investigation. 

Qualkenbush was incarcerated at the Orange County Jail before being released on a $1,005.00 cash bond.
