Failure to Wear Seat Belt Sends Three to Jail

February 8, 2019, Indiana State Police Trooper Colton Maynor was patrolling in Cloverdale, IN, when he passed a vehicle, going the opposite direction, in which both the driver and a passenger were not wearing seatbelts.  

Trooper Maynor watched the vehicle turn into a local business as he was attempting to turn around.  The driver parked and immediately exited the vehicle, rushing inside the business, all before Trooper Maynor could speak with the driver.  

Trooper Maynor was able to stop the passenger, who was not wearing his seatbelt, before he attempted to enter the business.  

Additional Indiana State Police Troopers arrived at the scene which allowed Trooper Maynor to go inside the business and locate the driver of the vehicle.  

The driver of the vehicle was found inside the local business and was immediately removed.  The driver was identified as Shylor K. Clark, 27, of Spencer, Indiana.

The passengers of the vehicle were identified as Carissa D. Taylor, 26, of Bloomfield, Indiana, and Jacob R. Cornwell, 24, of Bloomington, Indiana. Officers then conducted a vehicle search where they located a small caliber handgun, marijuana, and drug paraphernalia.

During the course of the investigation it was also discovered by the troopers that Clark, the driver, had placed a bag of methamphetamine in the business while inside.  

Trooper Maynor located and took possession of the methamphetamine.  Clark was then read implied consent where he refused to take a chemical test.  All three suspects were taken into custody and transported to the Putnam County Jail.  

Indiana State Police Troopers assisting in the investigation were Trooper James Crisp and Trooper Andrew Mattern, also assisting was the Cloverdale Police Department.

Under the law, criminal charges are merely accusations and the defendant is presumed innocent unless and until proven guilty.  

Chain of I-65 Crashes ends in Injuries and Meth Arrest

A single-vehicle crash and arrest for Operating While Intoxicated was the start to a series of three crashes that sent four to area hospitals and involved a total of ten vehicles. 

Around noon on Friday, the Indiana State Police received calls reporting a White Mitsubishi Eclipse driving erratically northbound on I-65 near Scottsburg. 

At approximately 12:07 that same vehicle crashed into the guardrail on the right side of I-65 northbound at the 34.5 mile-marker before crossing back over both lanes and colliding into the median guardrail and coming to rest. 

The driver, Lindsay R. Bostock, 37, of Sellersburg, Indiana was subsequently arrested for Operating While Intoxicated – a class A misdemeanor.  Bostock was transported and remanded into the Scott County Jail.  Prescription opioids are believed to be a factor in this crash. 

As traffic backed up from the above crash scene, a three-vehicle property damage crash occurred on I-65 northbound at the 32.7 mile-marker at approximately 12:50 pm. 

Then, at 1:03 pm, a six-vehicle injury crash was reported one mile south at the 31 mile-marker.   Troopers on scene then requested the assistance of Indiana State Police crash reconstructionists. 

The preliminary investigation reveals that as traffic was at a standstill due to the second crash scene, a 2003 International tractor-trailer collided into the rear of a line of stopped cars, creating a chain reaction of rear-end collisions involving five more vehicles.

As a result of this collision, Michael L. Brown, 75, of Scottsburg, Indiana, and Micayla Kelly, 22, of Danville, Kentucky, each in separate vehicles, were transported by ambulance to Schneck Medical Center in Seymour where they were treated and released.  

Jerry K. Pyle and his wife, Gwyneth C. Pyle, of Stanford, Kentucky, were transported by air to the University of Louisville Hospital for serious injuries. 

During the subsequent investigation, the driver of the tractor-trailer, David Ray Wisdom, 46, of Lawrenceburg, Tennessee was found to be in possession of methamphetamine and paraphernalia. 

Wisdom was arrested and remanded into the Scott County Jail and is charged with Possession of Methamphetamine – a Level 6 Felony,  Possession of Paraphernalia – a level A Misdemeanor, and Maintaining a Common Nuisance – a Level 6 Felony. 

This crash is still under investigation and toxicology results are pending in both arrests. 

Indiana State Police Troopers were assisted by the Scott County Sheriff’s Department, The Scottsburg City Police Department, The Scottsburg Fire Department, and Scott County EMS.

Numerous Arrested After Standoff in Madison

Yesterday, February 8, 2019, the Indiana State Police went to an address in Madison, Indiana to conduct a theft investigation. 

While at the residence, a Madison, Indiana man fled into an apartment and remained in a standoff with police for nearly six hours.  Numerous individuals who were in the apartment ultimately surrendered peacefully to troopers and were arrested on various charges.

The investigation by Trooper Andrew Garrett began when he took a report of a theft from Deputy, Indiana on February 7, 2019.  The theft investigation led him and other officers to 130 Taft Drive in Madison, Indiana yesterday. 

At approximately 6:00 pm, officers approached four people of interest outside the residence.  One of the males, identified as Joshua M. Moreno, age 39, Madison, Indiana fled from officers and entered an apartment at that address. 

The Indiana State Police soon learned that at least four people were being held in the apartment against their will by Moreno.  Troopers also learned that numerous other individuals were in the apartment.

The Indiana State Police SWAT Team and hostage negotiators responded to the scene.  A search warrant was obtained for the apartment. 

At approximately 10:00 pm, four individuals were released from the apartment.  At approximately 12:00 am, all of the remaining individuals exited the apartment and surrendered to law enforcement at the scene.

Eight individuals were arrested on various charges.  They were all transported to the Jefferson County Jail where they will be held pending their initial appearances in court.

IU Police Academy graduate Jill Lees appointed as chief of IU Police Department-Bloomington

Jill Lees, deputy chief of support at the Plainfield Police Department, has been appointed as the ninth chief of police of the Indiana University Police Department-Bloomington, IU Bloomington Provost and Executive Vice President Lauren Robel and Associate Vice President for Public Safety and Institutional Assurance Benjamin Hunter have announced.
Lees is a graduate of the Indiana University PoliceAcademy. When she assumes her new role at IUPD-Bloomington on March 4, she will lead a department with 45 full-time sworn officers who protect IU’s flagship campus — which has a daytime population of almost 53,000 — 24 hours a day, seven days a week.

“Chief Lees has an impressive record working with individuals to advance community-oriented policing in Plainfield,” Hunter said. “Our students, staff and faculty on the Bloomington campus will benefit from her commitment to transparency, open-dialogue and clear communication. Her experience and forward-thinking leadership skills make her an outstanding fit for this important position.”

Lees succeeds Chief Laury Flint, who is taking on universitywide IUPD responsibilities involving community engagement and risk assessment, a critical component of campus safety.

Lees graduated from the IU Police Academy in 1994 and began her career at the Plainfield PoliceDepartment just a week after graduating from IU. Throughout her years in Plainfield, she worked in almost every area of the department, most recently as deputy chief of support, which includes the support services and criminal investigations branches. She has been deeply involved in her own leadership development as well as accreditation efforts at the department and at other police departments, where she conducted assessments for the Commission on Accreditation for Law Enforcement Agencies.

“I am humbled and honored to have been selected as the police chief of IUPD’s Bloomington division,” Lees said. “I started my law enforcement career here as a cadet officer and am so excited to be able to come back to serve where I began. My years in law enforcement have helped prepare me for the next chapter, and I am looking forward to this amazing opportunity.”

IUPD-Bloomington is one of seven divisions of the IU Police Department, which is part of the Office of Public Safety and Institutional Assurance. Lees will join a leadership team comprising the seven chiefs throughout the university and ensuring a progressive and community-oriented approach to campus law enforcement.
