SR 56 Spot Paving Begins Next Tuesday

Indiana Department of Transportation maintenance crews plan to place pavement patches on State Road 56 at Salem beginning next Tuesday (OCT 8), weather permitting.   

INDOT officials advise motorists to be alert for workers and equipment at spot-paving sites on S.R. 56 between its downtown intersection with S.R. 135 and Casey’s Store on Salem’s west side.  Flaggers will direct traffic where paving operations take place along both westbound and eastbound lanes. 

Six Young-Led Opioid Bills Head to President to Be Signed Into Law

Six Young-Led Measures Pass House and Senate as Part of Bipartisan Opioid Package

WASHINGTON – Today, U.S. Senator Todd Young (R-Ind.) voted to advance theSUPPORT for Patients and Communities Act. The legislation, which contains six provisions that were introduced or co-led by Senator Young, passed the Senate on a 98-1 vote today after passing the U.S. House of Representatives last Friday. The bill now heads to President Trump to be signed into law.

“The opioid crisis is one of the most urgent health emergencies we face today,” said Senator Young. “Congress has taken steps to help curb this epidemic by appropriating billions of dollars, and now passing this comprehensive legislation to better understand and treat opioid addiction. While this is a significant accomplishment, more work remains. I will continue working with my colleagues in the Senate to ensure we are doing everything possible to tackle this public health emergency.”

The bipartisan legislative package that was passed by both the House and Senate authorizes funding for states to continue fighting the opioid epidemic, provides more authority for the National Institutes of Health (NIH) and the Food and Drug Administration (FDA) to research, develop, and bring to market non-addictive, non-opioid alternatives, and helps the U.S. Postal Service stop illegal drug shipments at the border.

The legislation includes the following six provisions that were introduced or co-led by Senator Young:

  • The Dr. Todd Graham Pain Management Improvement Act of 2018 (S.3008), which is named for Todd A. Graham, M.D. – a South Bend doctor killed after refusing to prescribe an opioid. The bill was introduced by Senator Young and Senator Joe Donnelly (D-Ind.), and aims to reduce overprescribing of opioids by examining ways to expand the use of non-opioid alternatives in Medicare.
  • The Eliminating Opioid-Related Infectious Diseases Act of 2018 (S.2579), which aims to prevent and respond to infections commonly associated with injection drug use, including viral hepatitis and HIV. This legislation will support state and federal efforts to collect data on such infections and identify and assist patients who may be at increased risk of infection.
  • The Providing Clarity in the Development of Pain Treatments Act (S. 2665), which aims to help bring non-opioid or non-addictive pain medications and treatments to patients more quickly.
  • The Advancing Cutting-Edge (ACE) Research Act (S.2406), which provides the National Institutes of Health new authorities to conduct research on innovative, non-addictive pain medications.
  • The Advancing Innovation in Alternative Pain and Addiction Therapies Act (S.2669), which clarifies the Accelerated Approval Process at FDA to bring novel, non-addictive drugs and treatments to market more quickly.
  • The Jobs Plus Recovery Act (S. 2642), which incorporates job training into drug addiction recovery programs. The bipartisan legislation would establish a pilot program that gives individuals impacted by opioid addiction or substance use disorders access to job training and support services to aid in their recovery and lower their likelihood of relapse.

 

I-65 Ramps At Memphis Road  Close For Reconstruction

A second weekend of ramp closures on Interstate 65 at Memphis Road will bring Indiana Department of Transportation’s $67 million added travel lanes project in Clark County very close to its conclusion. 

This weekend (OCT 5 & 6), INDOT plans to shut down I-65’s northbound on-ramp from Memphis Road and its southbound off-ramp to Memphis Road at Exit 16.  E & B Paving crews will be onsite—weather permitting—between 7 a.m. and 7 p.m. on Friday and Saturday.  They will make any needed repairs to the concrete base, mill and surface-pave the asphalt ramps, install pavement markings and reflectors, and add stone along shoulder areas.   

Once Memphis Road ramp work has been completed, three I-65 mainline tasks remain: 

  1. installation of rumble stripes—scheduled October 9
  2. placement of thermoplastic pavement markings—5-7 days later
  3. installation of reflective pavement markings (RPMs)  After that, contractor activities will be in respond to INDOT punch-list items. 

Indiana has reconstructed I-65 from a pavement break one mile north of S.R. 60 to a terminus 2.8 miles south of S.R. 160.  Travel lanes have been added in the median area to create a 6-lane highway.  Bridge superstructures at Memphis Road, Perry Crossing, Muddy Fork and Old S.R. 311 were widened and rebuilt
