Silver Alerts will Include “Missing Endangered Child” Category

Effective July 1, 2018, Indiana House Bill 1248 becomes law and will amend Indiana Code 10-13-5-4.4 to include “missing endangered child”. 

The amended law defines a ‘missing endangered child’ as a missing child who is believed to be incapable of returning to the missing child’s residence without assistance because of:

1.   Mental illness;

2.   Intellectual disability; or

3.   Another physical or mental disability

The change in the law has resulted in an update to the Silver Alert criteria, as listed below:

1.    The person must be a Missing Endangered Adult, Missing Endangered Child, High Risk Missing Person or have a mental impairment validated through a credible medical authority (Physician, Physician’s Assistant, or Nurse Practitioner).

2.   There must be enough descriptive information to believe the broadcast will help.

3.   Request must be recommended by the law enforcement agency of jurisdiction.

4.   Enter the person into Indiana Data and Communications System (IDACS) / National Crime Information Center (NCIC).

 

There is no change to the AMBER Alert criteria, as listed below:

1.    The child must be under 18 years of age.   

2. The child must be believed to be abducted, and in danger of serious bodily harm or death.   

3. There must be enough descriptive information to believe the broadcast will help.   

4. Request must be recommended by the law enforcement agency of jurisdiction.

Recommendations:

 –      If you know someone who goes missing, immediately contact your local law enforcement.

–      Consider using your social media for assistance.

–      Routinely keep updated images of your children and immediate family members.

–      Routinely keep in contact with those who may be suffering from a mental or physical impairment.

–      Contact the National Center for Missing and Exploited Children (NCMEC) at 1-800-843-5678 for additional resources and assistance related to missing children.

PEKIN IDOL RULES

  1. Open registration beings at 4:00 p.m. and ends at 5:30p.m. by the Pekin Park Stage.
  2. Completed Entry forms and fees are required during registration.
  3. Talent Contest starts at 5:30 p. m. at the Stage.
  4. Age categories are listed below, contestants 17 and under MUST have parents consent.
  5. All contestants should have two songs or routines picked out in case of a tie.  Tie breaker

contestants will perform a second song or routine different from their first. The Winner will be

picked based on audience response.

  1. YOU MUST BRING YOUR OWN CD’S WITH YOUR OWN MUSIC, NO VOCALS UNLESS PART OF ROUTINE.  SONGS AND ROUTINES TO BE 4 MINUTES OR LESS.
  2. Contestants will be judged on Appearance, Vocals, Performance and Audience Reaction.

So bring all your family and friends to cheer you on.

Daniel Mattox, 91, Salem

Daniel Mattox, age 91 of Salem, passed away Saturday, June 23, 2018 at 
6:40 pm, in the Meadow View Health Care Center.

Born March 13, 1927 in Goodwin’s Ferry, Virginia, he was the son of the 
late Pearl C. and Zana (Harvey) Mattox.

He was a member and retired pastor of the Blue River Baptist Church and 
had also served as pastor with the Muncie Indiana First Baptist Church 
and the Judson Baptist Church in Kokomo. He served during WWII and Korea 
as a Master Sergeant in the U.S. Army and also served in the U.S Navy 
and Air Force.

On December 25, 1947 he married Iris E. (Edwards) Mattox, who passed 
away June 16, 2013.

Survivors include: 2 Sons: Daniel R. Mattox of Niangua, Missouri and 
Timothy E. Mattox of Fall Brook, California; 1 Brother: James H. Mattox 
of McCoy, Virginia; 4 granddaughters and 3 great grandchildren.

He was preceded in death by: 1 daughter, Jo Sharron Owens, 5 brothers 
and 1 sister.

Funeral Service: 10:00 am Wednesday at Dawalt Funeral Home followed by 
interment in the Blue River Baptist Cemetery with full military honors.

Visitation: 4 to 8 pm Tuesday and 9 am until the time of the service on 
Wednesday.

Memorial Contributions to: Blue River Baptist Church 5624 East Farabee 
Road Salem, Indiana 47167.

45-Year-Old North Vernon Man Arrested For Child Solicitation

A 45-Year-Old North Vernon Man was arrested for trying to solicit sex from a 15-year-old girl by using Snapchat.

Last week, Indiana State Police Detectives arrested Christopher Blackburn, 45, North Vernon on three charges related to attempted child solicitation.

The investigation began in March of 2018 when Indiana State Police Detectives were contacted with information that Blackburn had improper communication with a 15 year old female.

During the course of the investigation, it was determined that Blackburn contacted the female juvenile on February 16, 2018 via the app Snapchat.  Blackburn sent the female a sexually suggestive music video and then requested the juvenile send him inappropriate pictures. 

At the conclusion of the investigation, the case was turned over to the Jennings County Prosecutor’s Office for review. 

As a result of the investigation, a warrant was issued for the arrest of Blackburn on charges of Child Solicitation, level 5 felony, Attempted Vicarious Sexual Gratification, level 5 felony, and Attempted Possession of Child Pornography, level 6 felony.

He was arrested early last week without incident and transported to the Jennings County Jail.
